The last years of Shang Dynasty were under the reign of the ruthless emperor Zhou. His aide You Hun and Bi Zhong were also notorious for their greed and incompetence. The country was plunged into unprecedented turmoil.

Daji was the daughter of the Lord of Jizhou Su Hu. One day she came across Ji Fa in the countryside and was attracted to his masculinity and integrity. She then invited Ji to her house where they played the qin together. The two soon fell in love with each other.

At the order of Zhou You was visiting the landlords demanding tributes. When in Jizhou he tried to harass Daji. Her maid Zhiyan ran to tell Su who then brought in troops to expel You. Soon a famine broke out in Jizhou. Su exchanged his tributes to the emperor for food from a neighbouring state to help the starving.

Zhou was outrageous to learn that Jizhou failed to submit their tributes. You went on to accuse Su of betrayal. Zhou then sent troops to seize Jizhou and killed Su. He also wanted to take Daji as a concubine. After the fall of Jizhou Daji had wanted to kill herself but Zhiyan said she should take revenge for her father.

As Daji followed Zhou to the capital of Chaoge, Zhiyan played a trick on You and prompted him to harass Daji again. Zhou then punished You by putting him to death. Daji had become the favourite concubine of Zhou, which led to Empress Jiang's jealousy. She committed suicide after her plot to kill Daji failed. Since then Daji was made the Empress and Zhou would care for nothing but her. The country was on the brink of crumble.

To please Daji, Zhou built the Zhaixing Tower, a forest of meat and pool of wine in which he spent nights and days with Daji. Officials with integrity tried their best to prevent the emperor from indulgence but failed. Ji Fa's father Ji Chang was imprisoned. Bi Gan even had his heart taken out of his body.

Hearing that his father was put in jail, Ji Fa tried to save him but was also held in custody. Bi suggested to Zhou that he should cook Ji and his son for supper. Zhiyan then bribed the jailers to freed Ji and his son and replaced them with criminals who had been condemned to death. Daji thought it was too disgusting to take human flesh, especially those of Ji's, and complained Zhou of serving her the flesh of disloyal officials. Zhou blamed Bi for upsetting Daji and wounded him with a sword.

When freed Ji and his father called for support to overthrow Zhou and were echoed from all corners of the country. When their troops besieged the capital Zhou brought Daji with him and escaped to Zhaixing Tower. Soon the tower was set ablaze. Zhou said he was pleased to die with Daji in his arms, but Daji made it clear to him that she had never loved him but was taking revenge for her father. Ji was the only one she loved. Zhou tried to kill Daji and finally they vanished in the flames.
